All soldiers are not equipped with service pistols, it is job role dependant on operations or on mission specific training.

Reconnaissance Platoon soldier
As mentioned above, it depends on the situation.
For example, most infantry soldiers will carry a side arm to use when their primary weapon system fails/runs out of ammunition. Just an example.
A driver of a vehicle/commander will have a side arm.
When training soldiers abroad and your not carrying a personal weapon system (sa80) you will more than likely carry a side arm (glock)
As mentioned above, situation dependant.
