Hello,
There are different types of medical officer, but I expect you mean general duties medical officer (Doctor post FY2 and before specialty training) as this is when you are most likely to be posted to 16. You don't have to do P company, but if you would like to do it they will try and give you the opportunity. It is also possible to apply to do P company even if you are not posted to 16.
