If you was applying as a civillian to an adult nurse officer you would be classed as a professionally qualified officer or PQO, this would instantly promote to the rank of captain. The highest rank I know of for serving soldiers in this role is colonel, this is a top end management role before the command route, any promotions after that you would then stop being clinical and be part of the command team and not the Nursing corps.
