If your on a long posting order of 2 years such as Kenya/Canada etc then there is scope for you to have married quarters. If you are on an operational tour or exercise then no.
If you are married then yes you can live in married quarters near your barracks.
Moving around depends on your unit and what your postings are.
The infantry generally move every 5 years or so. If you are attached then you could move every few years
