Hello,
Your RCMO at your reserve unit should be able to advise you on the process for transferring to the regulars.
If you are joining as a PQO, but are not currently a PQO, and have already done the full SCC, you will not be required to do it again. If you have only done part of the SCC as a reserve PQO then you will need to do the full SCC.
As far as I know rank may change depending on what type of PQO you are and how much experience you have.
