During basic training, you will have limited access to your phone but after basic training you can have your phone on you all the time. There are certain jobs where you can't have your phone (for security reasons) but you would still get breaks in the day when you could have your phone. These roles are few and far between where you wouldn't have your phone on you. Obviously if you are on operations you may not be able to have your phone on you as this could also be a security threat but you would be given plenty of notice on this and you'd have other modes to communicate to friends and family.
