As a HR specialist what is the criteria to get promoted. Is it qualification based?

Hi there, as with almost all capbadges, promotion is based on the following; eligibility for promotion - time served, annual reports (performance review) and whether the correct courses /quals have been completed. Ultimately, like every promotion it's whether you have shown you should promote and can do the next role. I hope that helps.
