This is the annual salary for a soldier in training. Once you pass phase 2 trade training, this will rise to around 20k a year (depending on what role you have chosen). Secondly, you should not have to purchase any kit - this will all be issued to you in basic training. However, what you may need to bring with you to training will be detailed in your administration order you receive prior to arriving.
